Thursday May 20th East Kentucky Regional Trails Board Meeting.
Meeting was called to order, welcome and introductions were made. Letcher County Mudd Runners were in attendance.
Breathitt Co. Needs to be encouraged to participate. Need to sit down and get them involved. Preston McLain reported that the landowner in Harlan County that has the lease on the ATV Park is talking with other landowners in hopes of expansion of trails. Knott Co. was not present, need to talk with them to see if they are interested.
Leslie Co. reported they had been very busy, and they are in communications with other ATV people. Many are asking for maps of the legal trails they can ride. Matt and the forestry dept. will meet after this meeting to discuss trails.
Owsley Co. reported that people have agreed to sign on after the strip mining is completed, time is needed to get this through. When easements are signed they will be able to get to other counties. They have met with forestry over the ownership of some roads, if the county does not own them, they will try to access them through the use of permits. We need to know the legal length and width of the trails to be used. Owsley Co. has a good working relationship with forestry as they have worked together in the past trading property for flood control.
Bill Burger reported they would meet next month to determine who is getting the grant money for RTP Grants. The amendment bill died in the Senate. Not enough money to fund it and may not even have been in the budget.Bill has talked with Brandon and Fitz and suggested we call them as well to get this put in for next year. We need a resolution or motion under the Judge's signature to request money up to $250,000.00 for the six counties, as Adventure Tourism -priority of current administration. Fax a copy of the draft to Bill, and get as many signatures as we can.
Jessica Brown asked if Letcher County could take part in the Regioinal System. She talked with Judge Ward, and they are tying into Pike County Trails. The amount to request was then raise to $300,000.00. This was addressed that John and Harvey from Letcher Co. be a part of the trails system. All agreed.
From forestry Tina and other staff are being relocated. She clairfied what forestry had been doing up to this point and that they were tied to politics. Special use permit is underway, after ride it should be determined who owns the road. The permit will have to be re-issued every year. Be sure to carry liability insurance. Any road or trail that will be used has to be included on this map otherwise it won't be allowed after this. The queston was asked about the length of time involved with the review process. Paul stated it was hard to pin point with this type process. It could be 3 months or 3 years. Wording is important in the process use riding area instead of riding park, private interest of homes needs to be stated in terms with FEMA. The review has a fee attached which may be reduced or waived due to non profit status. Matt from summit engineering will meet with Dwayne from the Corp. to look at impact to Buckhorn, corp property in Leslie and Perry.
Preston reported we need the ammendments to KRS411.190 and KRS 189 to be pushed through our state reps in next year legislative session for ATV friendly area's. Passed in VA and W. Va already, TN is looking at it also. We need to DOT in to talk with them about this. Ron remarked that if trails were wider, more people would use them with A sidexside. To change this law would be a lengthy process. Minutes were reviewed and passed. Preston will post them on the web site each month. Next meeting July 15th. It was approved to place Ron on the board from Leslie Co. Judge Turner will talk with Breathitt Co to see if they want to come on board, Tawney will talk with Debbie Spencer, Knott Co., for their interest. Mclain asked it any city or county had a tourism tax.
Jessica was asked to get Judge Jim Ward to appoint to people to the board, with a letter to name these two and the board will approve it. Be sure to call your state reps asking for this money for the 7 counties. Motion to adjourn by John, Judge Truner seconded, Meeting adjourned.
